Public Meeting – Installation of a Solar Farm and Battery Energy Storage System with associated infrastructure and works

CCC Cllr Rachel Carnac will be hosting a public meeting in Hoath Village Hall on May 6 from 5.30pm to discuss the proposed Installation of a Solar Farm and Battery Energy Storage System with associated infrastructure and works, at Land South of Marley Lane, Hoath, CT3 4JY
This will be an opportunity to raise issues that can then be discussed with CCC’s Planning Officer ahead of their report being written.
She has invited the project sponsor Enso Energy, and has pointed out that their last public meeting in August 2021, was at a time when many people still didn’t feel comfortable being in a public space, plus their plans are now different to those proposed previously.
There really needs to be more public engagement before the planning consultation deadline on 9 May 2025.
The solar plant, if built, would transform Hoath forever.

How Hoath Parish Council is funded:

The Parish Council has two main income streams – firstly, funding from Canterbury City Council for concurrent function expenditure and secondly, the precept.

Concurrent Funding: A concurrent function is something that can be undertaken either by Canterbury City Council or the Parish Council on its behalf. Items such as the maintenance of the open spaces and grass cutting are examples. The Parish Council submits an application every year for the amount that it needs for concurrent expenditure. Over the last few years Canterbury City Council has been reducing the available budget available to Parish Councils for concurrent reimbursement.

Precept: The precept is determined by the Parish Council at its December meeting. The main budget items are staff costs, administration, and grounds maintenance. The precept is collected through council tax bills by Canterbury City Council and paid to the Parish Council in April, at the start of each financial year.

The Precept requested for FY 2025/26 is £11,000 – The Tax Base figure for FY 2025/26 is £224.64 this equates to an increase of 8.7% on the precept element, represented by a £3.94 increase per annum for a Band D property.
